Roof Replacement Code Requirements Insurance Adjusters Overlook
Building code requirements are the strongest justification for supplement requests. These IRC code sections apply to virtually every residential roof replacement and are frequently omitted from insurance estimates.

Underlayment
Code Requirement
Underlayment is required beneath all asphalt shingle roof coverings. Required materials must conform to ASTM D226 Type I, ASTM D4869 Type I, or ASTM D6757.
Supplement Impact
If the insurance estimate includes 15 lb felt but the contractor specifies synthetic underlayment, the supplement should justify the material upgrade based on manufacturer requirements and long-term performance standards.
Drip Edge
Code Requirement
A drip edge shall be provided at eaves and gables of shingle roofs. Drip edges shall extend a minimum of 0.25 inch below the roof sheathing and extend back on the roof a minimum of 2 inches.
Supplement Impact
Drip edge is one of the most commonly omitted items despite being code-mandated. The full scope includes material, labor, and installation at every eave and gable edge of the roof.
Ice Barrier (Ice & Water Shield)
Code Requirement
In areas where the average daily temperature in January is 25°F or less, an ice barrier consisting of at least two layers of underlayment cemented together or a self-adhering polymer-modified bitumen sheet shall extend from the eave edge to a point at least 24 inches inside the exterior wall line.

Starter Strip Shingles
Code Requirement
A starter strip is required at all eave and rake edges per manufacturer installation instructions. Failure to install starter strips voids manufacturer warranty coverage.

Insurance estimates sometimes price starter strips as cut-from-field shingles or omit them entirely. Manufacturer specifications require purpose-built starter strip products for warranty compliance.
Flashing

Flashings shall be installed at wall and roof intersections, wherever there is a change in roof slope or direction, and around roof openings. Flashing shall be corrosion-resistant metal of minimum 0.019-inch thickness.

Insurance estimates often allow reuse of existing flashing. If the existing flashing does not meet the thickness requirement or shows corrosion, new flashing is required by code.
Attic Ventilation
Code Requirement
Enclosed attics and enclosed rafter spaces shall have cross ventilation for each separate space. The minimum net free ventilating area shall be 1/150 of the area of the vented space.

Re-roofing is the appropriate time to bring attic ventilation into code compliance. If existing ventilation falls short of the 1/150 ratio, additional vents should be included in the scope.
Tear-Off Requirements

All existing layers of roof coverings shall be removed where any existing flashing is damaged or deteriorated to the point that it is no longer serviceable, or where the existing roof has two or more applications of any type of roof covering.
